Once one of the nation's richest cities, years later it is plagued by poverty, junkies and decline.
We see a city in recovery, constantly building, tearing down and reconstructing. Heerlen Under Construction paints a portrait of the city,
paralleled by the life of one of its inhabitants, who has his own creative process in the city.
